You can follow the below step by step instructions to create your account on the Early Care and Education Data System (ECEDS).

  1. To register, go to exceed.ri.gov
  2. Click “Log In” button
  3. Click the “Create New Account” link. You will only need to do this step the first time you visit the site.


If you are the designated DCYF Administrator, an owner of a licensed family child care, or the designated Public School Educational lead, select “Yes” and follow the instructions below:

  1. If you have your credential letter, continue to step 2. If you do not have a credential letter, request credentials from the HelpDesk and then continue to step 2.
  2. Enter your assigned Program ID and Personal ID. As a current administrator, family child care owner or public school educational lead, you have already been assigned IDs and your program and personal profiles have been linked already. Please note, only these roles have assigned IDs upon registration. Members of the workforce are not assigned IDs in advance of registration.
  3. Select the type of program (Center/School Age, Public School, Family Child Care. Depending on this selection, you will be prompted to enter: Center (this includes School Age Programs): Federal Employer Identification Number (FEIN), Home (Family Child Care): The last 5 digits of your social security number or School (Public School): Your school code, which is assigned by RIDE.
  4. Create a username. Your username must be between 6 and 20 characters and may include only letters, numbers, underscore (_) or period (.).
  5. Create a password. Your password must be at least 7 characters with at least one uppercase, at least one number, and one special character (!,$%@) Use an email address that you frequently use. You will receive an email confirming your registration.
  6. Select a security question from the list and answer the question.
  7. Read and confirm that you have read the Terms and Conditions.
  8. Click on “Create”.


Administrators, owners of a licensed family child care, and Public School Educational leads will view the program portal upon login. When you log in, all of your programs/schools should be listed in the dropdown list at the top left of the Program Portal. To switch to your personal workforce registry, click on your name in the right hand corner and select “Switch to Workforce Registry”. You can toggle back and forth between your program and your Workforce Registry. Once you have created your account you can log into the Early Care and Education Data System (ECEDS) at any time with the username and password you create.


If you are in any other role in an early childhood education program, select “No” to the question that asks if you are a program administrator, family care provider, or public school educational lead.

  1. Enter your First Name, Last Name, Date of Birth, and last 5 digits of your social security number. Why?
  2. Create a username. Your username must be between 6 and 20 characters and may include only letters, numbers, underscore (_) and period (.).
  3. Create a password. Your password must be at least 7 characters with at least one uppercase, at least one number, and one special character (!,$%@) Use an email address that you frequently use. You will receive an email confirming your registration.
  4. Select a security question from the list or type your own and answer the question.
  5. Read and confirm that you have read the Terms and Conditions.
  6. Click on “Create”.
  7. Complete your Workforce Registry profile. Please update each section: Personal Information, Employment History, Education History, Professional Credentials, and Professional Development.
